Veiligheidsregio Rotterdam-RijnmondVluchtelingen Volgsysteem: From Crisis App to Our Own Product
In 2022 JAM-IT built the Vluchtelingen Volgsysteem (VVS) together with Veiligheidsregio Rotterdam-Rijnmond, when municipalities had to organise reception for refugees from Ukraine overnight. Since 2024 VVS has been JAM-IT's own product, used by municipalities across the Netherlands for their reception registration, occupancy and accountability.
The starting point
When the refugee crisis began in 2022, municipalities faced a complex challenge: assigning refugees to available reception locations, each with its own facilities and restrictions. Managing occupancy by hand and coordinating the flow of refugees inefficiently caused administrative hassle and needless delays.
Municipalities needed a central, easy-to-use platform to manage all the information clearly and make decisions quickly.
The first version
Together with Veiligheidsregio Rotterdam-Rijnmond, and with the municipality of Rotterdam closely involved from the first day, JAM-IT built the first version of VVS in a short time.

From crisis app to our own product
What started as a solution for one region turned out to be needed elsewhere too. More and more municipalities started working with VVS, and since 2024 JAM-IT has been not only its developer but also its owner. We are responsible for its further development, maintenance, security and support, and municipalities take VVS as a subscription. That gives them one point of contact that knows the system and develops it further together with them.
What VVS is today
VVS has grown into one secure application for all of municipal reception, from the first intake to the day a resident leaves. Reception locations, residents, occupancy and reports are kept together, so everyone in the municipality works from the same up-to-date information. Municipalities across the Netherlands work with it, from Rotterdam, Amsterdam and Almere to Schiedam, Capelle aan den IJssel, Gouda and Westerkwartier, and it is in use at several safety regions.
We build every new version with feedback from the municipalities that work with it every day, and VVS keeps pace with legislation and policy, such as the new funding scheme for municipal reception that applies from 1 July 2026.

Working securely with sensitive personal data
In reception you work with privacy-sensitive data about people in a vulnerable situation. That is why security is the starting point in VVS. Staff sign in with their own municipal account through Microsoft Entra ID, with two-factor authentication, and only see the data that belongs to their role.
VVS is ISO 27001 certified and GDPR compliant, works with the VNG data processing agreement, meets the GIBIT conditions, is connected to the IBD and is independently pentested every year.
