For municipalities, contractors and construction projects, efficient stock management of materials is a major challenge. Think of thousands of items, from benches and lamp posts to infrastructure components, spread across several storage locations. These materials have to be purchased and managed centrally, and delivered to projects across the city on time.
Before MATAF came along, stock was largely tracked manually through Excel files and across various departments. That led to time-consuming processes, error-prone administration and a lack of oversight. For a city that is continuously developing, and where contractors need materials daily for a wide range of projects, that was no longer good enough.
The challenge was clear: a user-friendly, scalable solution that digitises materials management, both for contractors and for municipal warehouse staff.
Development of MATAF started six years ago, in close collaboration with the staff responsible for stock management and logistics day to day. Their practical knowledge formed the basis for the app's functionality.
Using an Agile approach and regular feedback rounds, a system was developed that fits the municipality's work processes exactly. That makes MATAF not just a technical solution, but also an example of co-creation between government and IT.
JAM-IT developed a two-part solution that fits day-to-day practice. Thanks to the intuitive interface and clear category structure, ordering feels as simple as placing an order in a webshop.
Contractors can easily call off materials for their projects. Thanks to smart filters (such as size, colour and type) they quickly find the right items in the extensive catalogue. Orders are digitally linked to specific projects or sub-projects.
Municipal staff get an overview of orders, stock and logistics planning. From the app, materials can be set aside for collection or scheduled directly for delivery to the project site.
As soon as an order is placed through the app and approved, it is automatically processed by logistics planners and warehouse staff. The system connects to the municipality's operations, so that orders can be created with suppliers and deliveries scheduled directly to specific locations. That way both external deliveries and materials from the municipal warehouse are managed centrally and fully documented.
The manual Excel work has been replaced by a robust digital platform that saves time for both contractors and municipal departments.

The app is used daily by dozens of contractors and municipal staff. The result: a more efficient and more reliable logistics process, which directly supports the progress of construction and maintenance projects in the city.
The collaboration between JAM-IT and Gemeente Rotterdam is still ongoing. MATAF is continuously being extended and optimised, so the municipality can keep responding to the growing demand for efficient materials management and digital stock solutions. With MATAF we show that smart digitalisation in the construction and public sector does not only speed up processes, but also strengthens collaboration and delivers lasting results.
To professionalise this process, JAM-IT developed the Materiaal Afroep App (MATAF) together with Gemeente Rotterdam. With this app, calling off, managing and delivering materials is now handled entirely digitally, a considerable step forward in the digitalisation of logistics processes within the public sector.
