BOAs and enforcement officers from the Supervision & Enforcement department are Gemeente Rotterdam's eyes and ears on the street. When there is an offence or contact with a member of the public, these staff record a report in a mobile application. Think of a car parked on the pavement, shop displays standing too far out from the shopfront, or rubbish on a street corner. These reports contain various personal details such as addresses, names and photos, personal data that has to be watertight under the GDPR.
On top of that, the municipality wanted to reduce the number of apps for enforcement staff, so they could carry out all their administrative work through one or two main applications.
JAM-IT developed the Supervision & Enforcement Information System (THIS010): a Mendix application that stores personal data in encrypted form. Do officers want to register a report? They open the app and choose the relevant category. There they can add comments and photos. THIS010 automatically records the location in Google Maps. That gives staff an at-a-glance overview of the situation in a particular neighbourhood.
BOAs and enforcement officers can use THIS010 on a mobile phone, tablet, laptop and PC. The application works on any operating system. So alongside the BOAs with their iPhones, other officers can view the data in the app on their Android phone.
THIS010 is GDPR-proof and future-proof.
The application encrypts data, integrates with various other apps and is connected to municipal systems such as the Netherlands' Key Register of Addresses and Buildings (BAG).
In future the municipality can use THIS010 to make various apps and information securely available with single sign-on: logging in once is enough to use all the necessary data securely.
That means the number of municipal apps can be reduced, resulting in greater ease of use, less maintenance and cost savings.
The Mendix application is also easy to maintain. JAM-IT developed THIS010 in close collaboration with Supervision & Enforcement, so that the municipality can manage the app itself. And if there is a bug or functionality needs changing? That is sorted within a day.
With the General Data Protection Regulation (GDPR) in mind, Gemeente Rotterdam wanted to better secure its reporting and registration systems for special investigating officers (BOAs) and enforcement officers. Together with Gemeente Rotterdam, JAM-IT developed an application that encrypts personal data, integrates with other municipal systems and is device-independent.
